Does Ukraine Hold America’s Deadliest Secrets?

Today America stands at a great precipice. It’s been more than 80 years since last an American President committed to fighting in continental Europe.

And yet that’s just the threat that the conflict in Ukraine presents.

Ukraine is a country halfway around the world from America. Ukraine is a country with little or no strategic significance to the US.

Or is it?

Is it possible that little Ukraine holds some of America’s most well-kept secrets? That it’s at the heart of the most clandestine and deadly weapons programs that America has ever developed?

The implications are staggering. And could literally mean the difference between peace and global war.

Today we look at America’s role in the biological and chemical weapons programs in Ukraine.

It may surprise you to know that indeed the United States had a robust biological and chemical weapons program from 1943 until it was officially closed in 1972.

For 27 years America produced and assembled likely the world’s largest collection of pathogens. Designed to maim and kill in the most gruesome way.

Interesting history, you say. But that was settled half a century ago. America is out of the chemical/biological weapons business. And that’s that.

At least, that’s what I thought! And I suspect that most of you felt the same.

Our story picks up nearly 20 years later, with the fall of the old Soviet Union. By then two senior Senators, Sam Nunn of Georgia and Richard Lugar of Indiana had become increasingly concerned about the number of nuclear, biological, and chemical weapons left behind when the Soviets pulled out of Eastern Europe. A group that included the now headline country of Ukraine.

Nunn and Lugar had been working on their program for five years when in1991 they presented the Nun Lugar Act. More properly called the Soviet Union Cooperative Threat Reduction Act. It’s doubtful that any other Senators could have managed and passed such a broad initiative.

Nunn, the democrat, and Lugar, the republican, were considered the two most knowledgeable and experienced Senators on the Nation’s Defense. And the fact that these two were so anxious about the Biochemical nuclear threat, made it easy to convince the rest of Congress to pass the act.

And to give you a sense of all this, there’s a fascinating photograph of the two Senators leaving the White House just after they had briefed President George H W Bush on its contents.

Such was the influence of these two Senators.

In just the next seven years, two important new institutions would be established to further the goal of containing Soviet Era Weapons of Mass Destruction.

First, the Nunn Lugar Center, a Non-Governmental Organization, could accept outside contributions under IRA Provision 501(c)3.

And then the Defense Departments’ own Threat Reduction Agency, the DTRA. Tasked initially with reducing Soviet Weapons. But, as we’ll, see it’s has grown and grown, well beyond that initial responsibility.

At about the same time, in 1997, Sam Nunn retired. After having served in the US Senate for 25 years.

The next 7 years were a quiescent period for the Threat Reduction Agency. Drawing little attention, they continued their task of controlling Soviet Bio and Chemical Labs.

Then-Senator Obama.

All that began to change in 2004. When a young firebrand from Illinois was elected to the Senate. Barack Hussein Obama. The young Senator wasted no time in his focus on this part of the world.

His very first trip overseas, as a Senator, was to Ukraine. And just one year later, Senator Lugar would acknowledge Obama’s initiative in setting up the very first USA-built Bio Lab Level 3 in Odessa.

At the time Bio-Prep Watch was quoted as saying:

The level-3 bio-safety lab, which is the first built under the expanded authority of the Nunn-Lugar Cooperative Threat Reduction program, will be used to study anthrax, tularemia, and Q fever as well as other dangerous pathogens.
…Lugar said plans for the facility began in 2005 when he and then-Senator Barack Obama entered a partnership with Ukrainian officials.

It is here, that I believe the line was crossed.

What had begun as an effort to take over and control old Soviet Era Weapons Labs, at this point was transformed into a much higher level (Bio Lab 3 Safety Level).

A level that would take the labs to deal with a longer and a longer list of more deadly pathogens: anthrax, tularemia, Q Fever, and “other dangerous pathogens.”

Clearly, their mission was steadily expanding.

In 2009, Barack Obama became the 44th President of the United States. And the Treat Reduction Program had a real advocate in the White House.

In 2014 a major coup occurred in Ukraine. To make a long story short, the Pro-Russian President, Viktor Yonukovych was out. And after a couple of false starts the new Pro-American President Volodymyr Zelenskyy was in.

Of course, this had a profound effect on the people of Ukraine. And especially those ethnic Russians in eastern Ukraine.

But for our focus here, it meant that those US Threat Reduction Bio Labs were safe for the moment. No outside eyes to look at the growing scope of US Bio-Labs. That is until the recent invasion by Russia.

In the past 3 months, we have learned more about the ongoing American Bio-Weapons Program. Then we have in the 20 years since the program began.

Immediately, following Russia’s incursion into Ukraine, there were accusations that the US had Bio-Labs in Ukraine.

That was bitterly and harshly denied by this Administration. However, any quick internet research revealed their websites. And the program, after all, was acknowledged by the US Embassy in Ukraine.

For those with further doubt, all that was removed when Victoria Nuland testified before the Senate Committee. She admitted that indeed US Bio Labs do exist in Ukraine. And what’s more, they were dealing with pathogens so devastating that they must not fall into Russian hands.

You could hear a pin drop in the Hearing Room.

The Under-Secretary of State had just stated that the US does indeed have Bio Labs in Ukraine. And they are indeed dealing with deadly pathogens. In short, the US is operating Bio-Weapons Labs in Ukraine.

So, the question comes to us, Ladies and Gentlemen. Just what should we do at this point in history?

As citizens of this nation, do we have an obligation to find out whether the USA has been operating outside of our own laws (18 US Code Chapter 10, first signed in 1972)?

And operating against International Law (The Biological Weapons Convention, 1975 signed by the USA)?

You see, a demon we all thought was long dead, has arisen in our midst.

The threat of bio-weapons, outlawed in this country for a half-century has come back.

It is now clear, to anyone with a modicum of objectivity, that what we could not do as a nation on our own shores. We have apparently shipped to another country halfway around the world.

And this fact appears irrefutable.

By some counts, as many as 26 of these Bio-Weapons Labs have been operating in Ukraine.

This is a number and a scope that simply on its face, seems to go well beyond any effort to control left-over Soviet stockpiles.

Yes, the Soviets were wrong in having such weapons. But the Soviet Union fell 30 years ago. Why then is the US Threat “Reduction” Program expanding? Building more labs (26) and enhancing their capability (more lethal, Level 3 pathogens)?

For more than 30 years our Leaders have apparently hidden the real capability of these Labs from the American People. Their scope and purpose seem to go well beyond the mere containment of the left-over bio-weapons of a failed empire.

In the end, it appears that the US Program of “Threat Reduction” has morphed into a US Program of “Threat Enhancement.”
